Long:

A couple of sample loading functions

One loads a mono IFF sample - it can uncompress 
fibonacci compressed samples

The other one loads mono or stereo IFF samples

Both check first for enough chip ram, and a
valid IFF/8svx sample before loading and return
appropriate error numbers if something is wrong.
